2.Job Location

At the beginning, the campus is temporarily in Hainan Lingshui Li’an International Education Innovation Pilot Zone, China.

The final campus will be in Yangpu Economic Development Zone, Danzhou, Hainan, China.

3.Job Title

Manager of IT Department

4.Job Responsibilities

1) Oversee the installation, configuration, monitoring, and troubleshooting of IT infrastructure, including data centers and computer labs

2) Ensure reliable and secure network infrastructure (LANs and WANs), monitoring performance and maintaining connectivity

3) Manage and maintain BiUH information systems such as Uni Portal, Academic Administration, Student Administration, Financial Administration, and Purchase Management systems

4) Support information system owners with operation and troubleshooting as required

5) Supervise the selection, installation, and development of software applications

6) Maintain software licenses and ensure system compatibility

7) Develop and enforce IT policies and procedures to comply with relevant laws, regulations, and standards

8) Focus on data privacy, information security, and risk mitigation

9) Provide end-user support for hardware and software issues, offering training to ensure effective use of technology tools

10) Develop a technology roadmap for the university, assessing emerging technologies and recommending upgrades or adoption

11) Manage IT projects by defining requirements, coordinating resources, and overseeing execution to ensure timely completion

12) Implement security measures, including firewalls, access controls, and data backup systems

13) Establish security policies to safeguard organizational data

14) Manage relationships with technology vendors and service providers

15) Evaluate offerings, negotiate contracts, and ensure quality service delivery

16) Formulate the department’s annual development plan and project budget

17) Actively collaborate with other departments and provide multimedia content (photos, videos, short explanations) for the Social Media Department during event

18) Support government liaison activities related to IT responsibilities

19) Handle additional tasks assigned by university leadership

5.Job Requirements

1) Master’s degree or above in Information Technology, Computer Science, or a related field Proficiency in networking technologies is essential

2) Proven experience in IT infrastructure management, system administration, and network management

3) Experience in managing IT projects and leading a team is preferred

4) Proficiency in IT systems, network infrastructure, and security protocols.

5) Strong problem-solving and decision-making skills.

6) Excellent communication and interpersonal skills to work effectively with various stakeholders

7) Familiarity with data privacy laws, IT compliance regulations, and emerging technologies.

8) Understanding of budget management and vendor relations.

9) Ability to multitask and prioritize tasks in a fast-paced academic environment.

10) Strong commitment to ensuring reliable and secure IT services for the university.

11) Familiarity with academic and administrative software applications is a plus.

12) Fluent in spoken and written English

13) Fluent German is an extra bonus
